The Low Income Energy Assistance Program (LIEAP) provides a one-time annual vendor payment to help eligible low-income families pay their heating bills (not cooling bills). The benefit amount is either $300, $400, $500 and this is determined based on household size, household income, and the household heating source.

Households with a person age 60 or older or a disabled person receiving services through the Division of Aging and Adult Services (DAAS) who currently receives Food and Nutrition Services and received LIEAP during the prior LIEAP season last year may qualify to receive an Automated Payment this LIEAP Season. These households will be notified of eligibility in November and do not need to apply for this benefit. Beginning the first business day of December each year, any household with a person age 60 or older or disabled person receiving DAAS services who did not receive notice of an Automated Payment are encouraged to apply practicing social distancing by submitting a paper application through the U.S. Postal Service or via fax. Applications may also be dropped off at the DSS building 24/7 Self-Service Center.

Beginning the first business day of January each year, energy applications for LIEAP and CIP will be available online. Applicants are encouraged to apply online through the ePASS portal http://epass.nc.gov or by US Mail.
A household that applies must: Monday through Friday 8:00 am to 5:00 pm The Self-Service Center at DSS is available 24/7. Income verification Only households containing an elderly person age 60 and above or a disabled person receiving services through the Division of Aging and Adult Services are eligible to potentially receive benefits from December 1st through December 31st or until funds are exhausted. Disabled persons are defined as those receiving SSI, SSA, or VA disability. Any household can potentially receive benefits from January 1st through March 31st or until funds are exhausted.
