NONPROFIT APPLICATION PROCESS:
As of FY 2020, Chatham County adopted a Request for Proposal (RFP) for services approach for the annual Human Services Nonprofit Allocation Process. The County Human Services Collaborative Impact Team (CIT) Nonprofit Subcommittee and Community Partners Analyst provide guidance on Human Services funding priorities and the application process. Applications are evaluated based on their program and service's demonstrated ability to efficiently, effectively and equitably addresses Board of Commissioners' goal and identified outcomes.
FY 2025 Human Services Nonprofit Funding Priorities
Board of Commissioners’ goal for the FY 2025 Nonprofit Allocation Process is to mitigate the impacts of poverty among individuals and households in the county through programs and services that promote stabilization and resiliency.
Stabilization: Process of reducing of risk factors that can result in crisis or emergency
Resiliency: Process of adapting well in the face of adversity, trauma, tragedy, threats or significant sources of stress — such as family and relationship problems, serious health problems or workplace and financial stressors (American Psychological Association)
For FY 2025, the county is soliciting request for proposals (RFP) for programs or services that support the three outcomes within the Board of Commissioners goal:
- Improved economic stability for low/moderate income adults
- Includes programs/services that address:
- Poverty Mitigation
- Employment
- Housing Stability
- Food Security
- Language and Literacy
- Includes programs/services that address:
- Improved outcomes for children and youth living in poverty
- Includes programs/services for that address:
- High School Graduation
- Enrollment in Higher Education
- Language and Literacy
- Early Child Education and Development
- Includes programs/services for that address:
- Improved access to comprehensive health care
- Includes programs/services for that address:
- Access to Health Services (Physical and Mental)
- Access to Primary Care
- Health Literacy
- Includes programs/services for that address:
Eligible Applicants
All agencies that apply for Human Services Nonprofit Funding must have been in operation for at least three (3) year prior to being considered for a grant award.
Agencies may not apply for funding for the same program from different county sources. Nonprofit agencies that are funded as part of the county operating budget may not apply for annual competitive funding awards via the Chatham County Nonprofit Funding Policy.
Agencies requesting funds from the County must complete a certification process to be assess the agencies eligibility to receive County funds. For a complete list of eligibility requirements, see the Nonprofit Funding Policy.
Please note that there have been a few changes to the certification requirements for ALL County Funding Processes:
- By-Laws, W-9, Chatham County Electronic Fund Transfer form and documentation 501c3 status is required ONLY for first-time applicants
- Small agencies, defined as agencies with budgets under $100,000 and with no paid staff, are not required to have 501c3 status and may be eligible for financial review conducted by County staff
- Agency budgets are no longer required for certification; however, it will be required as part of the Human Services application

The webinar will review the funding priorities, provides an overview of the application, certification requirements, expectations for budgets and performance measurements, and evaluation criteria.
The FY 2025 application will open on Chatham County’s grant software, Foundant, on February 1, 2024. Agencies are required to apply online through Foundant.

FY 2025 Nonprofit Human Services Allocation Process Applications will be evaluated based on the following evaluation criteria.
NONPROFIT GRANT POLICY
Chatham County's existing Nonprofit Grant Policy was updated December 2020. The grant policy will review all important information for any nonprofit interested in applying for funding.
