Construction Plan Review 

The Construction Plan review is required to properly identify the design standards for all public improvements and the layout of the development as set forth in the First Plat are adhered to.  This plan is used to begin construction of improvements.  The Construction Plan is generally reviewed and approved by the Planning Department, unless there are significant changes - see Section 5.2(D) of the Subdivision Regulations for more information.

Construction Plan Review Application

  1. The applicant submits the Construction Plan to the Planning Department at least 21 days prior to a Technical Review Committee meeting.
  2. The Planning Department has 14 days to notify the applicant that the application is sufficient and forward the application to the Technical Review Committee.
  3. The Technical Review Committee reviews the Construction Plan for compliance with the approved First Plat and required permits.
  4. Following the Technical Review Committee meeting, the Planning Department will notify the applicant if they may proceed with construction.  

Final Plat Review 

The approved Final Plat, filed with the Register of Deeds, is the permanent record of the sudivision as constructed.  It shows all property lines and other dimensions important for the accurate and legal transfer of property, and records the location of street lines and easements.  The Final Plat is generally reviewed and signed by the Planning Department once the Recreation Exaction Fees are paid.

Final Plat Review Application

  1. The applicant submits the Final Plat to the Planning Department at least 21 days prior to a Technical Review Committee meeting.
  2. The Planning Department has 14 days to notify the applicant that the application is sufficient and forward the application to the Technical Review Committee.
  3. The Technical Review Committee reviews the Final Plat for compliance with the approved Construction Plan, required permits and certifications.
  4. Following the Technical Review Committee meeting, the Planning Department will notify the applicant if the Final Plat is approved for recording.
  5. After notification of approval, the reproducible plat shall be returned to the subdivider for his/her records and for filing with the County Register of Deeds as the official plat of record.  The Planning Department will retain one complete, signed copy for its records.
  6. The subdivider has 60 days to record the plat with the Register of Deeds.   

Completion and Guarantee of Improvements

Before the Final Plat is signed, all street, sanitary and other improvements in the subdivision, including without limitation, improvements on the individual lots of the subdivision as required in the Subdivision Regulations.  Once 75% of the required improvements, based upon the total cost of improvements to be installed, have been completed and all weather access for emergency vehicles provided, the applicant may request that the County accept adequate security for the remaining improvements so that the plat may be filed and individual lots sold.  See Section 3 of the Subdivision Regulations for more information.
