In March 2022, Governor Roy Cooper announced that the electric car maker VinFast would locate its first North American manufacturing facility between Old US-1 and Christian Chapel Church Road, on the eastern portion of the Triangle Innovation Point megasite known as "TIP East." The announcement triggered the requirement that a "small area plan" be prepared as a supplement to Chatham County's 2017 comprehensive plan, Plan Chatham.

The small area plan's purpose is to establish a community-based vision to guide the future of southeastern Chatham County, including the Moncure community. The Board of Commissioners adopted Plan Moncure following consideration of the plan at its meetings on October 2nd and 16th 2023.

  The first chapter is an introduction.
  The second chapter is about the study area.  
  The third chapter describes the planning process involved.  
  The fourth chapter lays out the vision for Moncure.  
  The fifth chapter explains the action steps involved with achieving the vision.
  The sixth chapter is the conclusion to the plan and outlines the next steps.
