Requests by Mail
Beginning in 2014, a request for an absentee ballot by mail must be made in writing on a form created by the State Board of Elections and signed by the voter or near relative or legal guardian.
Attention Absentee Ballot Voter:
If you received your absentee ballot in the mail and the returned envelopes are sealed please see the guidance from the NC State Board of Elections below to resolve the issue:
Option 1.) If both envelopes cannot be sealed, voters should request the county board to spoil and reissue their ballot, and their ballot should be spoiled and reissued.
Option 2.) If one of the envelopes can be sealed but the other cannot, the voter has the option to request the county board to spoil and reissue your ballot. However, the do not have to. They can vote the ballot and seal the envelope that can be sealed and tape the other envelope and initial it. They will need to ensure their ballot is enclosed inside the ballot envelope.

NOTE:
Absentee requests can no longer be submitted by email or fax (UOCAVA voters and visually impaired voters exempt). The absentee requests must be mailed or dropped off in person at the Board of Elections office. The absentee request forms must be submitted by the voter or their near relative (as outlined in the request form instructions) or legal guardian or MAT team member. The absentee request form must contain the voter's DMV ID # or the last four numbers of the Social Security to validate the voter and the form must be signed. If any of the required information is missing or the form is not signed the absentee request is not considered complete/valid and a ballot cannot be mailed to the voter.
These requests must be received in the office no later than the Tuesday prior to Election Day. Ballots will be mailed within one to two days after receipt of the written request. Voted ballots must be received back in the Board of Elections office by 7:30 pm on the day of the Election.
*NOTE: New election law states that absentee ballots that are not received by 7:30pm Election night at the Board of Elections office can no longer be accepted. This new election law does not apply to UOCAVA voters.*
